In 1999, he graduated from the Historical Faculty of the Al-Farabi Kazakh State National University.
In 2001, he graduated with a Master's degree in Archaeology and Ethnology from the Faculty of History of Al-Farabi KazNU
In 2010, at the Margulan Institute of Archaeology of the CS MES RK, he defended his thesis for the degree of Candidate of Historical Sciences in the specialty "07.00.06 – Archaeology".
From 1999 to 2014, he worked at the Margulan Institute of Archaeology of the CS MES RK. He worked his way up from an ordinary employee to the head of the Institute's Branch in Astana. Until 2021, he headed the Research Institute "Halyk Kazynasy" of the National Museum of the Republic of Kazakhstan of the MCS RK. On August 19, 2021, based on the decision of the Competition Commission of the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan, he became a 
General Director of the Margulan Institute of Archaeology.
In different years, he supervised the work of archaeological expeditions and detachments on the territory of Kyzylorda (exploration), Aktobe (exploration and excavation of the funeral and memorial complex Tortoba of the 6th-5th centuries BC; Sarmatian temples-sanctuaries of the 4th-2nd centuries BC of Northern Ustyurt - Kyzyluyik, Tastastau 2-4, Kainar in Northern Ustyurt), Karaganda (exploration), Kostanay (Saka mounds Saba of the 6th–5th century BC), Almaty (Saka mounds Shalkode of the 5th century BC; early Saka funeral and memorial complex Karkara of the 6th-5th centuries BC), East Kazakhstan (burial mounds Berel with permafrost 4th–3rd centuries BC; the early Saka mounds of Mayemer; the Saka mounds of Eleke Sazy of the 7th century BC), Mangystau (the Sarmatian sanctuary of Akpan and the medieval caravanserai of Beldeuli) and Atyrau (the settlement Saraishyk of the 13th–16th centuries; Sarmatian mound Araltobe 3rd–2nd centuries BC) regions.
In 2005-2007, he supervised archaeological work (exploration, examination, observation, etc.) at the industrial facilities of Aktobe CNPC, Munaygazkurylys, KaspiyMunaygas, Kazakhmys, AJIPKKO, etc.
In 2007 and in 2009, he took part in the Kazakh-Mongolian historical and cultural expedition in the Arkhangai, and in 2015-2016 in the Bulgan aimaks of Mongolia.
He taught at the L.N. Gumilyov ENU (2014 – 2015, 2017-2018); T. Ryskulov Kazakh University of Economics (2002-2003). By Order of the Chairman of the CCES MES RK No. 365 dated April 27, 2021, he received the academic title of Associate Professor.

He takes an active part in the implementation of grant and program-targeted financing projects of the CS of the Ministry of Education and Science of the Republic of Kazakhstan.

Akhan Onggaruly's main scientific interest is the archaeology of the Early Iron Age of steppe Eurasia; the Huns and Xiongnu of Eurasia; preservation, protection and popularization of cultural heritage.
